Updated inflation adjustment based on Office of Management and Budget 2016 President's Budget, Historical Table 10.1.

Feb. 12, 2015: Updated Census Data: State and Local General Revenue and State and Local Federal Revenue

Census data for General Revenue and Federal Grants to State Governments updated.

Jan. 5, 2015: Inflation Year Updated to 2015

Updated all dollar amounts to display in 2015 dollars.

Dec. 12, 2014: Contracts Update

Contract data for federal fiscal years 2007 - 2013 was updated to reflect the USASpending.gov monthly primary contract archives dated 11/16/2014.

Oct. 22, 2014: Notes and Sources Update: Tribal Governments Clarification

Updated notes and sources to clarify that the federal grants to state and local governments figures do not include federal grants to tribal governments.

Oct. 16, 2014: State Smart Public Release

National Priorities Project publicly launched the State Smart website.

Sept. 30, 2014: Bureau of Economic Analysis Numbers Updated

State Smart information derived from the Bureau of Economic Analysis (BEA) State Annual Personal Income tables was updated to reflect new data released on 9/30/2014. Calendar year 2013 numbers were added, and we also updated calendar years 2002 - 2012 to reflect resetated numbers published by BEA.

This information includes the following state-level information published in State Smart:

  • Total employees and total federal employees
  • Total compensation and total federal compensation
  • Federal aid to individuals
Sept. 18, 2014: Switch Data Used for Federal Grants to States

Instead of getting federal grants to state governments from the Census State and Local Finances survey, we pulled them from the State Government Finances survey instead. This allows us to be more current for the state numbers (i.e., state fiscal 2012 instead of 2011). 

We used the flat data files from survey years 2002 - 2012, accessed 9/18/2014.

Federal grants to local governments continue to be sourced from the State and Local Government Finances survey. The latest available numbers from that survey are state fiscal year 2011.

Sept. 18, 2014: Census Demographic Data Updated

All demographic data from the Census Bureau's American Community Survey was updated to reflect the 2013 ACS 1-year estimates released on 9/18/2014. This information includes:

  • Race and ethnicity
  • Age
  • Educational attainment
  • Health insurance coverage
  • Poverty rates
Aug. 25, 2014: Contracts Update

Contract data for federal fiscal years 2007 - 2013 was updated to reflect the USASpending.gov monthly primary contract archives dated 8/15/2014.

The initial State Smart datasets were created using the following data. Full information about our treatment of this data can be found on the State Smart Notes and Sources page.

Bureau of Economic Analysis (BEA) State Annual Personal Income Tables

  • Table SA35, Personal Current Transfer Receipts (used to show federal aid to individuals)
  • Table SA27N, Full-time and part-time wage and salary employment by industry (used to show total federal employees)
  • Table SA06N, Compensation of employees by industry (used to show total federal compensation)

USASpending.gov

  • Monthly full archives of primary federal contracts. We pulled federal fiscal years 2007 - 2013 using the archive files dated 7/15/2014.

Census State and Local Finances

  • Public use format files for state fiscal years 2002 - 2011, excluding 2003, accessed 8/8/2014 (used to show federal grants to state and local governments).
